Notice to Public of Intent to Request Release of Funds

This notice shall satisfy two separate but related procedural requirements of 24 CFR part 58 for activities to be undertaken by Wake County Government (County). These procedural requirements provide notice to the public that the County has determined that the request for release of funds for the activity known as the Wendell Zone 1 Public Facilities Project (Project) will not have a significant impact on the environment, and the County is requesting the U.S. Department of Housing and Urban Development (HUD) to release the Community Development Block Grant (CDBG) program funds planned for this Project.

Notice is hereby given that the Wendell Town Board of Commissioners will hold a VIRTUAL Regular Board Meeting via UberConference on Monday, April 27, 2020 at 7 p.m. The public will not be permitted into the board room and can participate in the following ways: 

Section A:

Citizens may watch and/or listen to the virtual meeting by:

  1. Watch the Board Meeting on the Town’s Facebook Page as a Facebook Live stream. All commenting will be turned off.
  2. Calling into the UberConference line: (919) 375-6880. To reduce feedback, you will be muted during the meeting. Anyone unmuting themselves will be force-muted again as a warning. Continuing to do so will warrant being ejected from the call.
  3. Watch the Board meeting on the Town’s YouTube Channel the day after the meeting takes place.

Section B:

Citizens may participate in public comment/public hearings by:

  1. Submitting their written statements via email to the Town Clerk at mhoward@townofwendell.com by Friday, April 24th, 2020 at 5 p.m. Please include your full name and address for the record, as well as what specific public hearing item you wish to respond to, if applicable. The Clerk will read your statement to the Board during the appropriated time period.
  2. Submitting their name, address and phone number to the Town Clerk along with details on which item they wish to speak on during a public hearing, or if they wish to speak to the Board during the three-minute public comment period. Once signed up, the Clerk will request that participants call the UberConference line (see #2 in section A) and they will be unmuted and announced by the Mayor in the order they’ve signed up to speak.

Special Called Planning Board Meeting-CANCELED

The public will take notice that the Wendell Planning Board has scheduled a special called meeting to be held on Wednesday, March 25, 2020 at 7:00 PM at the Wendell Community Center (601 W. Third Street, Wendell) HAS BEEN CANCELED due to COVID-19. 

The purpose of this meeting was to take action on the following 3 agenda items only, which are considered to be non-controversial in nature.

PUBLIC NOTICE

PARKS AND RECREATION CANCELLATIONS AND POSTPONEMENTS

To reduce the risk of exposure of COVID-19 to our employees and the community, the Town of Wendell’s Parks and Recreation Department has made the following scheduling adjustments beginning Saturday, March 14, 2020:  

  • Postpone all senior classes at Wendell Community Center (Zumba, Line Dancing, Tap Dancing, and Morning Walks) until further notice.
  • Postpone all adult and youth athletics programs until April 11, 2020

          (Youth T-Ball, Baseball, Softball, and Volleyball; Adult Co-ed Softball).

  • Suspend all Community Center Programs until April 11, 2020

          (Yoga, Pickleball, Open Gym and Zumba).

  • Suspend Track-Out Camp is canceled until Monday, April 13, 2020.
  • Postpone ProTown BMX special event set for March 21, 2020 to a future date to be determined.
  • Cancel Arbor Day’s Public Celebration set for March 21, 2020.
  • Cancel Opening Day special event for youth athletics scheduled for April 25, 2020.
  • Cancel Community Center rentals through April 13, 2020 and no new special events or rentals will be scheduled for this time period.
  • Passage Church Wendell Egg Hunt set for April 11, 2020 is being evaluated with a decision to occur within 2 weeks of the event.

The Wendell Community Park open spaces (outdoors) will remain open under normal operating hours.

PUBLIC HEARINGS are legislative. Persons speaking will have five-minutes. 

QUASI-JUDICIAL [EVIDENTIARY] HEARINGS - Quasi-judicial hearings are different than regular public hearings in that they resemble a court hearing where testimony is presented. The Town Board refrains from “ex parte communication” about these cases, as they must make a decision based solely on the written and oral evidence actually presented at the hearing itself. This means that the Town Board refrains from receiving any information about these cases outside the hearing, including emails, phone calls, letters, etc. The Town Board also refrains from conducting meetings about these issues outside the hearing. 
These same prohibitions do not apply to staff. Staff welcomes inquiries from the public about any of these cases.
